Now, on behalf of the Provincial People's Government, I present this work report to the Congress for your review and comments from members of the Provincial Political Consultative Conference and other attendees.
I. Review of Work During the 14th Five-Year Plan Period and Up to 2025
The past five years have been extraordinary. Under the strong leadership of the Provincial Party Committee, we adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implemented the spirit of General Secretary Xi Jinping's important speech during his inspection tour of Henan and his important expositions on Henan's work, pursued progress while maintaining stability, and achieved success amidst difficulties. We withstood the severe impact of the COVID-19 pandemic, effectively responded to a series of major risks and challenges, and accomplished a number of major tasks concerning long-term development. New achievements have been made in economic and social development, and new steps have been taken in the construction of a modern Henan.
Comprehensive strength has steadily improved. The GDP reached 6.66 trillion yuan, total fiscal revenue reached 701.9 billion yuan, revenue of industrial enterprises above designated size reached 5 trillion yuan, total retail sales of consumer goods reached 2.9 trillion yuan, and total import and export value reached 935.67 billion yuan. There were 11.605 million business entities. The urbanization rate of the resident population reached 60%. The total length of the comprehensive transportation network reached 295,000 kilometers, the "M"-shaped high-speed rail network was fully completed, the length of expressways exceeded 10,000 kilometers, and Zhengzhou Airport's annual cargo and mail throughput exceeded 1 million tons. Power generation capacity reached 160 million kilowatts, with renewable energy accounting for over 55%. The total computing power reached 10.36 quadrillion calculations per second.
Industrial transformation improved quality and efficiency. Strategic emerging industries accounted for over 25% of the added value of industries above designated size. Seven major industrial clusters, including advanced equipment, electronic information, and new energy vehicles, contributed over 70% to industrial output. New materials industries such as ultra-hard, ultra-light, ultra-thin, and ultra-pure materials have gained momentum. The world's first 25-megawatt wind turbine main shaft bearing, the world's tallest 10-meter hydraulic support, and the world's largest diameter vertical shaft tunneling machine successfully rolled off the production line. A number of industry-leading enterprises, such as Super Fusion and Zhongchuang Zhiling, were cultivated, and world-class enterprises such as BYD and CATL were gathered. Henan boasts 3 global "Lighthouse Factories," 16 national-level outstanding smart factories, 450 specialized and innovative "Little Giant" enterprises, 59 manufacturing single-item champions, 12,800 national high-tech enterprises, and 30,000 science and technology-based SMEs.
Rural revitalization has been solid and effective. Actively responding to the impacts of climate change, total grain output has remained stable at over 130 billion jin for nine consecutive years. The net increase in arable land area is 2.12 million mu, with 31.67 million mu of newly built and renovated high-standard farmland and 117,600 kilometers of ditch and canal excavation and dredging. The comprehensive mechanization rate of crops reaches 90%. The Central Plains Agricultural Valley and Zhoukou National Agricultural High-tech Zone are under accelerated construction, and the National Biological Breeding Industry Innovation Center has been completed and put into operation. Eleven new national modern agricultural industrial parks and nine advantageous and distinctive industrial clusters have been added, along with 119 national-level leading agricultural industrialization enterprises. More and more "Henan agricultural products," such as Qixian garlic, Zhecheng chili peppers, and Qingfeng edible fungi, are appearing on the tables of people around the world. All administrative villages and natural villages with more than 20 households have access to paved roads; 52,000 dilapidated rural houses have been renovated; and the rural tap water coverage rate has reached 97%. Farmers' income in poverty-stricken areas has increased by an average of 7.9% annually, and 713,000 monitored individuals have been effectively lifted out of poverty.
Reform and opening up have been deepened and solidified. State-owned enterprise reform has been comprehensively deepened, with the strategic restructuring of 19 enterprises including China Pingmei Shenma, China Henan International, and Zhongyu Aviation Group completed; the merger of Zhongyuan Bank and the establishment of Henan Rural Commercial Bank were completed. The private sector has shown great vitality, with 3.7 million new business entities established. Leading enterprises such as Muyuan, Yutong, and Hualan have grown stronger, while emerging enterprises such as Pangdonglai, Mixue Ice Cream, and Guoquan Food have sprung up. Openness has been continuously expanded, with 101,000 new enterprises established in free trade zones; the number of cross-border e-commerce comprehensive pilot zones has expanded to seven; the China-Europe (Asia) freight train service has operated 17,000 trains; and the Zhengzhou-Luxembourg "Air Silk Road" has become a shining example of the Belt and Road Initiative.
The ecological environment has continued to improve. The national targets for air pollution prevention and control have been exceeded. The water quality of the Yellow River's main stream has reached Class II for six consecutive years, and the water quality of the South-to-North Water Diversion Project's source areas and main canals has remained stable at Class II or above. The total length of rivers and lakes related to ecological well-being has exceeded 5,000 kilometers. Soil and groundwater quality has remained stable. The 1,194-kilometer-long ecological corridor along the Yellow River has been fully completed. Soil erosion has been controlled over an area of 6,779 square kilometers, 158,000 mu of historical mine restoration and remediation have been completed, and 6.59 million mu of afforestation has been carried out. There are 23 national ecological civilization construction demonstration zones, 1,210 provincial-level or above green factories, and 74 green industrial parks. Green transformation of key industries has achieved full coverage.
People's well-being has been continuously improved. Efforts to "efficiently accomplish one task" have been continuously promoted. 6.037 million new urban jobs have been created, and 2.462 million new rural laborers have been transferred to non-agricultural employment. Basic old-age pensions for urban and rural residents have increased year after year, and per capita disposable income of residents has increased by an average of 6% annually. 490,000 new public kindergarten places were added, and the conditions of more than 7,000 compulsory education schools were improved. The "Double First-Class" initiative of Zhengzhou University and Henan University, as well as the "Double First-Class" creation of seven other universities, were further advanced. Eight new undergraduate institutions were established, and the gross enrollment rate in higher education increased by 8 percentage points. The construction of a National Medical Center (Traditional Chinese Medicine) and 12 National Regional Medical Centers were approved, and 90 county-level hospitals reached the level of tertiary general hospitals. 1.74 million households in old urban residential areas were renovated, and 303,000 units of affordable rental housing were provided. New cultural landmarks such as the new Yin Ruins Museum, the Dahe Village Site Museum, and the Han-Wei Luoyang Ancient City Site Museum were completed and opened to the public. The enthusiasm for museums and intangible cultural heritage continued to rise, with phenomenal cultural tourism products such as Henan, Wansui Mountain, and Luoyi Ancient City maintaining their popularity.
The year 2025, which just passed, was extraordinary. General Secretary Xi Jinping's personal inspection tour provided Henan with a clear scientific positioning, a historical mission, and strategic guidance for its development. He offered us the warmest care, the strongest encouragement, and the most powerful impetus, greatly inspiring and motivating the hundreds of millions of people in Henan. Over the past year, the entire province has kept his instructions in mind, worked diligently and gratefully, focused on the "1+2+4+N" target and task system, persevered under pressure, and worked diligently and practically. The province achieved a 5.6% increase in GDP, an 8.4% increase in the added value of industries above designated size, a 13.3% increase in industrial investment, a 5.6% increase in total retail sales of consumer goods, a 14.1% increase in total import and export value, and a grain output of 135.097 billion jin. The growth rates of major indicators ranked among the top in the country, successfully completing the main annual targets and tasks, and shouldering the responsibility of being a major economic province.
(I) Making every effort to stabilize employment, enterprises, the market, and expectations. Faced with a severe and complex economic situation, the province held quarterly economic work deployment meetings, earnestly implemented the package of incremental and existing policies issued by the central government, and made every effort to win the summer and autumn development campaign and the winter and spring offensive and protection campaign. A policy package was launched, including initiatives for digital transformation of the manufacturing industry, a special campaign to boost consumption, and measures to reduce costs and increase efficiency for enterprises. Extensive outreach to enterprises was conducted, and the "10,000 People Helping 10,000 Enterprises" program was promoted on a regular and long-term basis. Over 100 billion yuan in national policy funds were secured, and 132.7 billion yuan in local government special bonds were issued to support project construction. Private investment maintained rapid growth, and the scale of social financing continued to expand. Policies to support enterprises and stabilize employment were implemented in depth, with a focus on employment for key groups, resulting in 1.217 million new urban jobs. The impact of US suppression and containment was effectively addressed, overseas markets were diversified, and trade with non-US regions bucked the trend and increased. The economy showed a positive trend of steady improvement, innovation, and enhanced resilience.
(II) Comprehensively Accelerating Integration into the Construction of a Unified National Market. The basic requirements of "five unifications and one opening" were implemented, a list of 150 annual tasks was established, and 10 key tasks were tackled. The construction of a unified national market circulation hub and a dual circulation fulcrum for domestic and international markets was accelerated. The core functional area of Zhengzhou International Land Port was completed and put into operation, the Xinzheng Comprehensive Bonded Zone was approved for expansion, and the central operation area of Zhoukou Port was opened for operation. Zhengzhou was approved as a national pilot city for comprehensive reform of market-oriented allocation of factors of production, and Zhoukou and Zhumadian were included in the national logistics hub layout. The 18th China-Latin America Business Summit and the China (Henan)-ASEAN Food and Agriculture Cooperation and Development Conference were successfully held, among other major economic and trade events.
(III) Making every effort to strengthen governance, prevent risks, and safeguard the bottom line. Emphasis was placed on Party building to lead efficient grassroots governance, innovating the "Party building + grid + big data" model, and continuously improving the urban and rural grassroots governance system. In-depth efforts were made to improve the network ecology and create a clean and upright cyberspace. The reform of small and medium-sized financial institutions was continuously promoted to mitigate risks, and the number of high-risk institutions was significantly reduced. Government debt risks were resolved in an orderly manner, and overdue payments to enterprises were actively cleared. The "guaranteed delivery of housing" task was completed, and the real estate market stabilized. Effective responses were made to severe natural disasters such as high temperatures, droughts, and floods, minimizing disaster losses. In-depth special rectification campaigns were carried out in key areas such as chemical industry, industrial and commercial enterprises, and high-rise buildings, resulting in an 18% decrease in the number of production safety accidents, with no major or above accidents occurring. Overall social security control was continuously strengthened, and the overall social situation remained stable.
(IV) Dedicatedly addressing the concerns and anxieties of the people. Improving people's livelihoods was prioritized as a key aspect of promoting social development. While developing the economy, the quality of life for the people was steadily improved. Fiscal expenditure on people's livelihoods accounted for 73.8% of general public budget expenditures. County-level expenditures on basic public services ("three guarantees") reached 353.46 billion yuan, a 6% increase. Significant progress was made in pollution prevention and control, with PM2.5 concentrations decreasing by 13.7% and the number of days with good air quality increasing by 25 days. Xinyang City achieved Level II air quality standards. The first comprehensive college entrance examination under the new system was successfully implemented. Free preschool education was gradually rolled out, and 11 counties were recognized as national-level counties for high-quality and balanced development of compulsory education. 2.84 million people received vocational skills training. Childcare subsidies were distributed to 1.812 million people, and 90,000 new inclusive childcare places were added. The integration of culture and tourism was vigorously promoted, with 1.1 billion tourist visits and tourism revenue exceeding one trillion yuan throughout the year. The fourth national cultural relics census discovered 13,000 new cultural relics, and the Quju opera "Luzhen" won the Wenhua Drama Award. Athletes from our province achieved outstanding results at the 15th National Games, with the men's football team winning the runner-up title in the Chinese Football Association Cup, and the women's volleyball city league igniting the Central Plains.
(V) We rigorously and practically carried out in-depth study and education on the spirit of the Central Committee's Eight-Point Regulation. We adhered to the integrated approach of learning, investigation, and rectification, implemented the important requirement of "five further improvements," and conducted in-depth special rectification campaigns against violations such as excessive drinking and dining, and inaction and lack of accountability, relentlessly strengthening our work style. We continued to deepen the centralized rectification of misconduct and corruption problems affecting the people, and a number of issues infringing upon the interests of the masses were effectively addressed. We comprehensively established and implemented a list of responsibilities for townships (sub-districts), and continued to rectify formalism to reduce the burden on grassroots levels. We adhered to the principle of simultaneous inspection, rectification, and governance, and solidly completed the "second half" of the central inspection.
Over the past year, we have comprehensively and correctly fulfilled our government functions, accepted the supervision of the National People's Congress and its Standing Committee in accordance with the law, proactively accepted the democratic supervision of the Chinese People's Political Consultative Conference, consciously accepted the supervision of the masses and public opinion, strengthened audit and statistical supervision, and deepened the linkage between the government and the courts and the procuratorate. The level of government administration according to law and service efficiency have been continuously improved. We supported the reform and development of national defense and the armed forces, and made solid progress in national defense mobilization, national defense education for all citizens, the joint construction of military and civilian organizations, and veterans' affairs. The undertakings of trade unions, the Communist Youth League, women and children's organizations, science and technology associations, organizations for the disabled, the Red Cross, and charitable organizations have developed healthily. New achievements have been made in meteorology, geology, seismology, ethnic and religious affairs, foreign affairs, overseas Chinese affairs, Hong Kong and Macao affairs, Taiwan affairs, counselors' affairs, literature and history, social sciences, and aid to Xinjiang.
As the saying goes, "One cannot know the difficulty without experiencing it; success may seem easy, but it is hard-won." Looking back, we encountered more difficulties than expected, but achieved better results than anticipated. This is fundamentally due to the leadership of the CPC Central Committee with Comrade Xi Jinping at its core, the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the correct leadership and scientific decision-making of the Provincial Party Committee, the effective supervision and strong support of the Provincial People's Congress, the Provincial Political Consultative Conference, and all sectors of society, and the united struggle and continuous efforts of the people of the province. Here, on behalf of the Provincial People's Government, I would like to express my heartfelt gratitude to the people of all ethnic groups in the province, the officers and soldiers of the People's Liberation Army and the Armed Police Force stationed in Henan, the democratic parties, the Federation of Industry and Commerce, the people's organizations, and people from all walks of life, as well as to our compatriots from Hong Kong, Macao, and Taiwan, overseas Chinese, and international friends who care about and support the development of Henan! We are also keenly aware that many contradictions and problems still exist in our development: there are many uncertainties in economic operation, effective demand remains insufficient, some enterprises are facing difficulties in production and operation, it is difficult for the masses to increase employment and income, the contradiction between revenue and expenditure at the grassroots level is prominent, and there are many risks and hidden dangers in key areas. The ability of some localities and cadres to promote high-quality development urgently needs to be improved, and the construction of work style needs to be further strengthened. We will attach great importance to these issues and take effective measures to earnestly address them.
II. Main Goals and Tasks during the 15th Five-Year Plan Period
The 15th Five-Year Plan period is a crucial period for laying a solid foundation and making comprehensive efforts to basically realize socialist modernization, and it is also a crucial stage for Henan to leverage its strengths, address its weaknesses, and achieve comprehensive rise. Based on the Provincial Party Committee's "Suggestions" on the 15th Five-Year Plan, the Provincial Government has compiled the "Outline of the 15th Five-Year Plan for National Economic and Social Development of Henan Province (Draft)," and revised and improved it according to the planning coordination opinions fed back by the National Development and Reform Commission. The full text was submitted to the Congress for review. Here are some key aspects:
—Upholding the Party's overall leadership and earnestly shouldering the major mission entrusted to Henan by the Party Central Committee. We will thoroughly implement the spirit of General Secretary Xi Jinping's important speech during his inspection tour of Henan and his important expositions on Henan's work, fully implement the strategic deployments for accelerating the rise of the central region and the ecological protection and high-quality development of the Yellow River Basin, focus on the "1+2+4+N" target and task system, and firmly promote high-quality development and efficient governance.
—We will adhere to expanding effective demand and integrate into the construction of a unified national market. We will focus on removing obstacles and bottlenecks hindering the unified national market, strengthening connectivity, building hubs, upgrading capabilities, and becoming fulcrums, promoting a virtuous cycle of consumption and investment, supply and demand, striving to improve the quality and efficiency of the economic cycle, achieving an average annual economic growth of around 5%, and making substantial progress in building a strong province in agriculture, manufacturing, science and education, digital intelligence, transportation, and culture and tourism.
—We will adhere to innovation-driven development and develop new productive forces according to local conditions. We will promote the integrated development of education, science and technology talent, promote the deep integration of scientific and technological innovation and industrial innovation, build a modern industrial system with Henan's unique advantages, achieve an average annual growth of over 10% in total social R&D expenditure, increase the added value of strategic emerging industries to 30% of the industrial output above designated size, and ensure stable and reasonable growth in the proportion of manufacturing.
—Adhere to integrated urban-rural development, and coordinate the advancement of new urbanization and comprehensive rural revitalization. Accelerate the construction of a development pattern of "one main center, two sub-centers, one circle, two belts, and four regions with multiple points," improve the integration of urban and rural planning, construction, and governance, achieve an urbanization rate of around 65% for the permanent population, and reach a comprehensive grain production capacity of 140 billion jin, building agriculture into a modern large-scale industry.
—Adhere to comprehensive and in-depth reform, and improve the level of opening up. Accelerate the market-oriented allocation of factors of production, deepen the reform of state-owned assets and enterprises, and promote the high-quality development of the private economy. Deeply integrate into the high-quality joint construction of the "Belt and Road," promote the upgrading and efficiency improvement of the "air, land, digital, and sea" Silk Road, and build a more competitive inland open highland.
—Adhere to a people-centered approach, and take new steps towards common prosperity. Strengthen inclusive, basic, and safety-net-oriented livelihood construction, promote the equalization of basic public services, create more than 5 million new urban jobs, steadily increase residents' income levels, actively address population aging, promote cultural prosperity, and ensure that the fruits of modernization benefit all people more extensively and equitably.
—Adhere to comprehensive green transformation, and accelerate the construction of a beautiful Henan. We will coordinate efforts to reduce carbon emissions, pollution, expand green spaces, and promote growth; wage a thorough battle to protect blue skies, clear waters, and clean soil; strengthen ecological protection and governance in key river basins and the protection and restoration of important ecosystems; implement a comprehensive conservation strategy; vigorously develop a circular economy; and achieve the carbon peak target before 2030 as scheduled.
—We will adhere to the principle of coordinating development and security, and build a safer and more secure Henan. We will implement the overall national security concept, improve the effectiveness of social governance, effectively prevent and resolve various risks, and create a fair and just legal environment, a convenient and efficient business environment, and a trustworthy and honest legal environment.
A trustworthy credit environment, a stable and orderly social environment, a clean and healthy online environment, and a harmonious and symbiotic ecological environment ensure that society is both vibrant and well-ordered.
Distinguished delegates! The journey of the 15th Five-Year Plan is magnificent, and the prospects for Henan's development are promising. As long as we are of one mind and work together, a more powerful, more dynamic, more charming, more confident, and more harmonious modern Henan will surely appear in the Central Plains with a brand-new look!
III. Key Work Arrangements for 2026 This year is the first year of the 15th Five-Year Plan. To do a good job in government work, we must be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and its subsequent plenary sessions, the Central Economic Work Conference, and thoroughly study and implement the spirit of General Secretary Xi Jinping's important speech during his inspection of Henan and his important expositions on Henan's work. We must implement the deployments of the 9th and 10th Plenary Sessions of the 11th Henan Provincial Party Committee and the Henan Provincial Economic Work Conference, focus on the "1+2+4+N" target and task system, fully and accurately implement the new development concept, integrate into and serve the accelerated construction of a new development pattern, strive to promote high-quality development, and adhere to stability. Adhering to the general principle of seeking progress while maintaining stability, we will better coordinate development and security, implement more proactive and effective macroeconomic policies, enhance the foresight, pertinence, and synergy of policies, continuously expand domestic demand and optimize supply, improve incremental growth and revitalize existing assets, develop new productive forces according to local conditions, deeply integrate into and serve the construction of a unified national market, continuously prevent and resolve risks in key areas, focus on stabilizing employment, enterprises, markets, and expectations, and intensify efforts to enhance advantages, momentum, vitality, and efficiency, so as to promote effective qualitative improvement and reasonable quantitative growth of the economy, maintain social harmony and stability, achieve a good start to the 15th Five-Year Plan, and strive to write a new chapter in the advancement of Chinese-style modernization in the Central Plains.
The main expected targets are: economic growth of around 5%, striving for even better results in practice; industrial added value above designated size growth of around 6.5%; fixed asset investment growth of around 5%; total retail sales of consumer goods growth of around 5.5%; stable import and export volume and improved quality; general public budget revenue growth of around 4%; urban surveyed unemployment rate of around 5.5%; more than 1.1 million new urban jobs; consumer price index increase of around 2%; residents' income growth in sync with economic growth; grain output of over 130 billion jin, striving for even greater growth than last year; and the target for reducing carbon dioxide emissions per unit of GDP in line with the national "15th Five-Year Plan" assessment targets.
The focus will be on ten key areas:
(I) Deepening integration into and service of the unified national market. Emphasizing key issues and tackling key challenges. Formulating an action plan for our province to integrate into and serve the construction of the unified national market. Implementing an action plan to optimize and improve the business environment, improving rules and regulations on property rights protection and social credit, and comprehensively conducting market access efficiency assessments. Implementing standardized law enforcement actions involving enterprises, formulating standardized guidelines for "scanning codes to enter enterprises" administrative inspections, and promoting joint supervision by departments on a "one industry, one inspection" basis. Implement actions to rectify market order in the government procurement sector and strengthen the standardized management of the bidding market. Strictly regulate investment attraction activities and effectively address "involutionary" competition.
Focus on building a circular hub. Construct a logistics channel hub connecting domestic and international markets and radiating across eastern, central, and western China; upgrade the Zhengzhou International Air Logistics Hub; accelerate the construction of the China Post International Air Hub, 10 national logistics hubs including Luoyang, and 5 national backbone cold chain logistics bases including Shangqiu; and continuously reduce social logistics costs. Build a thriving and active consumer trade hub with rapid commodity distribution; actively promote the construction of the backbone circulation corridor for bulk commodities in Henan, Anhui, Jiangsu, and Zhejiang; accelerate the construction of 4 national modern circulation strategic pivot cities including Nanyang; promote the integrated development of urban and rural passenger, freight, and postal services; and build a modern commercial and trade circulation system. Build a well-functioning and efficient factor allocation hub; effectively implement the Zhengzhou factor market-oriented allocation comprehensive reform pilot project; accelerate the construction of the National Data Factor Comprehensive Experimental Zone; support the Zhengzhou Commodity Exchange's product and tool innovation; and promote the free flow of factor resources. Build a distinctive, secure, and resilient industrial link hub; improve the industrial supporting system; accelerate the construction of new infrastructure; and enhance the resilience and security of the industrial chain.
Focus on Building a Circular Hub: We will build a high-quality hub for the Belt and Road Initiative, connecting Eurasia and radiating globally. We will deepen and expand the Zhengzhou-Luxembourg "Air Silk Road" cooperation model, continuously unleash the radiating and driving force of the Zhengzhou-Europe freight train assembly center, carry out quality improvement actions for the cross-border e-commerce comprehensive pilot zone, and cultivate international rail-sea-river-sea intermodal transport channels. We will also build a hub for foreign trade, facilitating nationwide trade and global transactions. We will implement the free trade zone upgrading strategy, complete the expansion of the Xinzheng Comprehensive Bonded Zone, and enhance the open functions of the Zhengzhou Airport Economic Zone. Furthermore, we will build a hub for free, convenient, and mutually beneficial international investment cooperation, encouraging multinational corporations to reinvest their profits, guiding leading enterprises to "go global" in an orderly manner, and creating a transparent, stable, and predictable institutional environment.
(II) Vigorously Expand New Space for Domestic Demand Growth: We will fully unleash consumption potential. We will thoroughly implement the special action to boost consumption, implement policies such as the urban and rural residents' income increase plan, fiscal subsidies for personal consumer loans, and paid staggered leave for employees, and strengthen consumer rights protection. We will optimize the implementation of the trade-in policy for consumer goods, further improve standards, and increase the subsidy rate. We will launch an action plan to improve the quality of service consumption and benefit the people, eliminate unreasonable restrictions in the consumption sector, actively develop consumer-oriented industries such as elderly care, housekeeping, digital products, and sports events, cultivate a number of high-quality consumer brands, and enhance the supply-demand matching of consumer goods. We will support the construction of Zhengzhou and Luoyang as pilot cities for new consumption formats, models, and scenarios, accelerate the construction of Zhengzhou and Xinxiang as national pilot cities for retail innovation and upgrading, promote the experience of Pang Donglai, and create a number of new consumption scenarios with broad impact and high visibility.
We will fully tap investment potential. We will implement more than 1,000 key provincial projects, with an annual investment of 1 trillion yuan. We will accelerate the construction of high-speed rail projects such as Pingluozhou, Jiaojiluoping, and Zhengzhou South Station, commence construction of the Nanxinhe High-speed Railway and the Fuyang-Huanggang section of the Beijing-Hong Kong High-speed Railway, and complete the Henan section of the Xiongshang High-speed Railway. We will actively promote inland waterway transportation and the construction of a modern water network system, accelerate the construction of the Guanyinsi Reservoir Project and the Shaying River "Port-to-Industry" project, commence construction of the Eastern Henan Water Resources Allocation Project, and implement the modernization of irrigation areas such as Zhaokou, Luhun, and Qucun. Accelerate the construction of a new energy system, actively promote the import of external electricity into Henan, optimize the main grid structure, and build smart grids and microgrids. Accelerate the construction of projects such as dual-gigabit networks and quantum communication, and improve the digital infrastructure system.
Fully unleash the policy effects. Implement a more proactive fiscal policy, promote the timely commencement of projects such as major projects, central budget investments, and new policy-based financial instruments, optimize the management of special bond usage, increase the proportion used for project construction, and accelerate the allocation and disbursement of various funds. Implement a package of fiscal and financial policies to promote domestic demand, and smooth the transmission mechanism of monetary policy. Increase support for private investment, optimize the implementation of interest subsidy policies for service industry operators, equipment renewal loans, and loans to small and micro enterprises, and further reduce the financing threshold and costs for enterprises. (III) Accelerate the construction of a modern industrial system. Strengthen the advanced manufacturing system. Deeply align with the national new round of high-quality development action for key industrial chains, optimize the cultivation mechanism for key industrial chain clusters, and support industries such as new power equipment and modern food to enter national advanced manufacturing clusters. Accelerate the development of emerging industrial clusters such as modern equipment, new materials, next-generation information technology, and new energy and intelligent connected vehicles; expedite projects such as Chery passenger vehicle technological upgrading, BYD new energy commercial vehicles, the third phase of Zhongzhou Times Battery, and Zhongchuang Innovation Aviation power battery and energy storage. Support commercial aerospace companies such as Tianbing Technology and Tianzhang Satellite to grow bigger and better. Promote the construction of projects such as the Zhongqing Robotics global manufacturing center and Shijia Photonics communication chips; vigorously develop new energy storage; improve the industrial ecosystem of the Central Plains Quantum Valley; and create a national future industry pilot zone. Improve the tiered cultivation system for high-quality enterprises, aiming to reach 15,000 national high-tech enterprises and 32,000 science and technology-based SMEs.
Strengthen the modern service industry system. Implement the service industry capacity expansion and quality improvement action, promote the extension of productive service industries towards specialization and the high end of the value chain, and facilitate the high-quality, diversified, and convenient development of consumer service industries. Establish a high-level integrated layout of industrial design centers, metrology and testing centers, certification centers, pilot-scale testing bases, and common technology platforms to continuously improve scientific and technological service capabilities. Increase efforts to attract insurance funds and mutual funds to Henan, strengthen venture capital funds, implement a special action plan to improve the quality and efficiency of science and technology finance, support the listing of high-quality enterprises and mergers and acquisitions of listed companies, increase the proportion of direct financing and equity financing, and add 1 trillion yuan in social financing. Support Zhengzhou in creating a national pilot project for the integration of industry and finance, and cultivate 20 new provincial-level benchmark enterprises for the integration of industry and finance.
Strengthen the digital and intelligent empowerment system. Deepen and expand the "Artificial Intelligence+" action, accelerate the construction of national pilot bases for artificial intelligence applications in the medical and agricultural fields, establish artificial intelligence innovation ecosystem communities, support the construction of large-scale models in the industrial, cultural tourism, and energy sectors, and promote the high-level application of artificial intelligence across all regions, all times, and all industries. Carry out the "Data Element ×" action, promote the deep coverage of 5G-A ultra-broadband networks in important scenarios, support the construction of pilot cities for the digital transformation of SMEs, promote enterprises to "go to the cloud, use data, and be empowered," build 10 provincial-level data industrial parks, build 200 new smart workshops and smart factories, and achieve a digital economy scale of 2.5 trillion yuan.
Strengthen the science and technology support system. Support leading enterprises such as Super Fusion, Zhongchuang Zhiling, Xuji, and Pinggao to comprehensively enhance their industrial technological innovation capabilities, and support leading enterprises such as Pingmei Shenma and Luoyang Bearing to lead the formation of innovation consortia. Improve the "challenge-based" mechanism and implement 100 provincial-level major science and technology projects and key R&D projects in key areas such as advanced materials, high-end equipment, and next-generation information technology. Improve the Zhengzhou National Technology Transfer Center system, strive to create a national demonstration zone for the transfer and transformation of scientific and technological achievements, and strive for a technology contract transaction volume of 300 billion yuan. Implement the 10 billion jin grain production capacity enhancement project, promote the high-standard farmland construction project covering 2 million mu of land in 66 key counties for grain production capacity enhancement and the eastern Henan plain, and construct or renovate over 4 million mu of high-standard farmland. Promote the coordinated development of the Central Plains Agricultural Valley and the Zhoukou National Agricultural High-tech Zone, accelerate the high-quality development of the Henan Innovation Base of the Chinese Academy of Agricultural Sciences, and promote the research and application of high-end intelligent agricultural machinery and equipment suitable for hilly and mountainous areas. Continue to carry out rural ditch connectivity improvement, accelerate the construction of modern agricultural comprehensive service centers, and continuously promote the expansion, diversification, and upgrading of agricultural insurance to enhance the resilience and adaptability of agriculture to climate changes.
Enhance the level of modern agriculture. Coordinate the development of science and technology agriculture, green agriculture, quality agriculture, and brand agriculture; strengthen the advanced agricultural machinery and equipment manufacturing industry; expand the agricultural product processing industry; revitalize urban and rural commercial and trade services; and optimize rural cultural tourism. Develop facility agriculture according to local conditions, and strengthen six major characteristic industrial clusters and 18 rural wealth-generating industrial chains. Vigorously cultivate leading agricultural industrialization enterprises and accelerate the construction of modern agricultural industrial parks and industrial strong towns. Improve the mechanism for linking industries with farmers, promote the upgrading and efficiency improvement of new business entities, strictly manage rural collective assets, develop new rural collective economies, and promote stable income growth for farmers.
Enhance the quality and efficiency of rural construction. Make good use of the experience of the "Ten Thousand Villages Project," accelerate the construction of national rural revitalization demonstration counties, promote rural revitalization in a classified, orderly, and regional manner, and build 35 pilot zones and 1,000 beautiful villages. Newly build or renovate 5,000 kilometers of rural roads and more than 30,000 village-level postal and logistics comprehensive service points, and improve the level of rural safe drinking water and power grid supply. Deepen the improvement of rural living environment, strengthen the overall supply of basic public services, and create high-quality living space in rural areas. Continue to promote the construction of civilized rural customs and improve the efficiency of rural governance. Improve the normalized assistance policy system and firmly safeguard the bottom line of preventing large-scale return to poverty.
(V) Focus on promoting coordinated urban-rural and regional development. Highlight the leading role of "one main city and two secondary cities." Accelerate the construction of Zhengzhou as a national central city, strengthen its core functions such as hub opening, technological innovation, education and culture, and financial services, improve the level of urban planning, construction, and governance, and accelerate the transformation of the development mode of megacities. Formulate a new round of high-quality development plan for the Zhengzhou Airport Economic Zone, improve its comprehensive service functions and hub-oriented industrial ecosystem, and continuously strengthen its role as a growth engine. Support Luoyang in accelerating its development into a national innovation hub, advanced manufacturing base, modern ecologically livable city, and international cultural tourism city. Support Nanyang in optimizing its central urban area and strengthening its county-level economy.
Strengthen the linkage of "One Circle and Two Belts". Accelerate the construction of the Zhengzhou Metropolitan Area, issue a development plan for the integrated development of Zhengzhou and Kaifeng, promote the construction of industrial belts such as Xuchang-Port, Zhengzhou-Jiaozuo, and Zhengzhou-Xinxiang, and deepen the coordinated development of Zhengzhou-Luoyang and Zhengzhou-Xuchang. Leverage the industrial and factor agglomeration functions of cities along the Beijing-Guangzhou Railway to create a dense urban and industrial belt connecting north and south. Enhance the node functions of cities along the Longhai Railway to build a strong advanced manufacturing and urban agglomeration belt. Fully leverage the internal linkage and external opening-up roles of the four endpoint cities of Anyang, Shangqiu, Xinyang, and Sanmenxia.
Promote the synergy of "Four Regions and Multiple Points". Guided by ecological co-construction and joint pollution control, we will promote a number of green transformation projects in cities along the four major river basins of the Yellow River, Huai River, Hai River, and Yangtze River. Focusing on interconnected transportation and industrial development, we will promote a number of major cooperative projects among cities in the Northeast, Northwest, Southwest, and Southeast regions. We will promote urbanization with county towns as key carriers in a categorized manner, improve differentiated support policies for county towns surrounding large cities, key regional county towns, specialized functional county towns, agricultural industrialization county towns, and key ecological function zone county towns, and support 10 qualified counties (cities) such as Gongyi, Yongcheng, and Linzhou to develop into medium-sized cities and develop distinctive small towns. We will support the revitalization and development of old revolutionary base areas.
We will build modern people-oriented cities. We will strengthen smart and refined urban governance, promote the three-year action plan for key urban renewal projects, improve embedded service facilities in urban communities, accelerate the upgrading and expansion of complete communities, efficiently utilize urban underground space, and continuously improve the functional quality of cities. We will further promote the safety of urban infrastructure lifelines and improve the urban flood control and drainage system. Efforts will be made to stabilize the real estate market, acquire existing commercial housing for use in affordable housing, resettlement housing, dormitories, and talent housing, and accelerate the construction of a new model for real estate development. The city's historical and cultural heritage will be protected and inherited, its unique character will be shaped, and an innovative, livable, beautiful, resilient, civilized, and intelligent people's city will be built.
(VI) Coordinating Deep-Level Reform and High-Level Opening-up
Deepen reforms in key areas. A new round of state-owned asset and enterprise reform will be launched, and the strategic restructuring and professional integration of state-owned enterprises will be continuously promoted. Investment in strategic emerging industries and livelihood sectors will be increased. The action plan to promote the high-quality development of the private economy will be implemented in depth, ensuring equal access to production factors, fair participation in market competition, and effective protection of legitimate rights and interests in accordance with the law. The matrix-style reform of industrial parks will be deepened to enhance comprehensive carrying capacity and the development level of industrial clusters. Zero-based budgeting reform will be deepened, and the full-chain performance management mechanism will be improved. A province-wide pilot program will be fully launched to extend land contracts for another 30 years after their expiration. Reforms in areas such as elderly care, supply and marketing, and electricity will be deepened. The China-Europe (Asia) freight train service will be expanded, with 4,000 train trips scheduled. A foreign trade entity cultivation project will be implemented to accelerate the integrated development of domestic and foreign trade, adding over 1,500 new enterprises with import and export performance. A province-wide cultural heritage resource database will be established, supporting Zhengzhou, Kaifeng, Luoyang, and Anyang in creating national cultural relics protection and utilization demonstration zones. The construction of the North Campus of the Henan Museum and the new campus of the Henan Provincial Institute of Cultural Relics and Archaeology will be promoted, and the Xia-Shang Civilization Archaeological Research Center will be established. Accelerate the integration of the cultural and tourism industries. Enhance the "Walking Henan, Understanding China" cultural and tourism brand, innovate the promotion of the "Hometown Henan" cultural IP, and accelerate the construction of a highly influential cultural tourism destination for the ancient Yellow River capitals. Promote the integrated development of "cultural tourism + all industries" and "all industries + cultural tourism," creating a number of immersive experience spaces in scenic spots, streets, and industrial heritage sites. Actively develop new business formats such as e-sports and trendy games, cloud performances and exhibitions, virtual reality films, and short dramas, and guide and regulate the healthy development of online literature, online games, and online audiovisual content. Increase efforts to attract tourists to Henan, making the Central Plains a desirable "poetry and distant places."
Improve public cultural services. Deeply practice the core socialist values, coordinate the promotion of urban and rural spiritual civilization construction, and improve the people's civilized qualities and the level of social civilization. Deepen the project of creating high-quality cultural and artistic works, implement the revitalization of traditional opera and the incubation plan for excellent scripts, and cultivate the "Henan Art Troupe." Improve the level of building a "Book-Fragrant Henan," and optimize the layout of new cultural formats such as "Urban Study Rooms." Run senior citizen universities with high quality. Extensively carry out mass cultural activities and innovatively implement cultural benefit programs to ensure that high-quality cultural resources reach every household and brighten up lives.
(VIII) Strengthen the comprehensive green transformation of the economy and society.
Strengthen air pollution prevention and control. Deepen the implementation of the air pollution control quality improvement and efficiency enhancement action to achieve significant improvement in ambient air quality. Strictly control "high-energy-consuming and high-polluting" projects; strictly control the construction and expansion of heavily polluting enterprises and industrial parks in the main urban area and surrounding areas; promote the relocation of polluting enterprises from the city to industrial parks; and advance the reconstruction of sections of national and provincial highways passing through the city. Complete the optimization and transformation of existing coal-fired power projects and shut down and eliminate coal-fired units of 100,000 kilowatts and below. Promote the connection of logistics parks, industrial and mining enterprises, and port terminals with an annual freight volume of more than 1.5 million tons to dedicated railway lines or pipelines; and fully launch the construction of a charging and swapping network for new energy heavy-duty trucks.
Strengthen ecological protection and restoration. Deepen the three-year action plan for a happy Yellow River; strengthen the protection and management of tributaries such as the Jinhe River with a "one river, one policy" approach; and construct a wetland ecological protection and restoration belt along the Yellow River. Deepen the comprehensive management of the water environment in the Danjiangkou Reservoir area and its upstream basin, accelerate the management of the main stream of the Huaihe River source area, promote the comprehensive management of the Haihe River source, and regularly promote the "four clean-up" of rivers, lakes, and reservoirs. Carry out soil pollution source control actions and take multiple measures to manage solid waste and new pollutants. Implement the construction and upgrading project of nature reserves and strengthen biodiversity protection. Address the issues raised in the central ecological and environmental protection inspection and the special inspection on ecological and environmental protection of the Grand Canal.
Strengthen green and low-carbon development. Formulate and implement an action plan to achieve carbon peaking, and promote the construction of the national-level zero-carbon industrial park in the airport area. Accelerate the upgrading of 10 traditional industries, including steel, coal, and non-ferrous metals, implement more than 200 energy-saving and carbon-reducing transformation and energy-consuming equipment renewal projects, and cultivate 200 new green factories and 10 green industrial parks. Complete a number of integrated source-grid-load-storage projects, and increase the installed capacity of renewable energy power generation to over 100 million kilowatts. Improve the layout of circular economy industrial parks, advocate green and low-carbon production and lifestyles, and make ecological civilization a conscious action for people.
(IX) Greater Efforts to Guarantee and Improve People's Livelihoods
Promote high-quality and full employment. We will prioritize employment, implement actions to stabilize, expand, and improve job opportunities, stabilize and expand employment for key groups such as college graduates and migrant workers, continue the rural revitalization village-level assistant program and the special program for 10,000 college students to assist enterprises, strengthen the development and management of public service positions, increase the implementation of work-for-relief programs, add 400,000 rural laborers to the workforce, complete 2 million vocational skills training sessions, strengthen the protection of the rights and interests of workers in flexible employment and new employment forms, and strive to build an employment-friendly society.
We will provide education that satisfies the people. We will increase support for the construction and creation of "Double First-Class" universities, expand the scale of high-quality undergraduate and postgraduate education, and increase the per-student funding for provincial public universities by 1,000 yuan. We will support eligible higher vocational colleges to upgrade to vocational undergraduate universities. We will implement the county-level general high school revitalization plan to increase the supply of school places. We will promote the high-quality and balanced development of compulsory education, deepen the group-based operation of compulsory education and the construction of urban and rural school communities, and promote the inclusive development of preschool education. We will guide and regulate the development of private education and improve special education. We will implement the new era's moral education project, improve the education evaluation system, and strive to ensure the healthy growth and all-round development of every child.
Improve the medical and health service system. Accelerate the construction of the National Medical Center (Traditional Chinese Medicine), and complete the construction of the Henan Hospital of the Cancer Hospital of the Chinese Academy of Medical Sciences and the National Regional Public Health Center of the Provincial Center for Disease Control and Prevention. Plan and construct a number of provincial medical centers, regional medical centers, and public health centers. Support the development of clinical specialties such as critical care medicine, mental health, and pediatrics in municipal and county-level hospitals, and improve the development level of county-level TCM hospitals. Implement the medical and health foundation strengthening project and the rehabilitation and nursing capacity expansion and improvement project. Deepen the comprehensive reform of public hospitals with a public welfare orientation, and build a unified network of medical care, medical insurance, and pharmaceuticals. Develop embedded community elderly care, rural home-based elderly care, and village-level mutual assistance elderly care services, and strengthen the construction of elderly meal assistance points. Improve the care system for disabled and cognitively impaired elderly people, and promote long-term care insurance. Implement early pregnancy care, pregnancy and birth defect prevention capacity enhancement plans, promote integrated maternal and child health services, implement policies such as childcare subsidies, maternity leave, and free preschool education, promote pilot projects for integrated childcare and early childhood education, carry out the "Five Small" special action for children's health, build a fertility-friendly society, and strive to make the sunset years more beautiful and the seedlings more robust.

We will go all out to win the final battle of the three-year action plan for addressing the root causes of disasters, strengthen safety supervision in mining, hazardous chemicals, fire protection, and construction, and thoroughly implement the "one-stop" special rectification campaign. We will strictly regulate the access management of high-risk projects. We will strictly enforce laws and regulations and guide enterprises to improve their inherent safety capabilities. We will improve the natural disaster risk monitoring and early warning system, accelerate the construction of flood control projects such as the reinforcement of dilapidated reservoirs and flood storage areas, and promote the construction of emergency shelters and urban and rural safety resilience. We will strengthen regional emergency rescue bases, improve the diversified emergency material reserve system, build a collaborative and efficient emergency command system, and enhance our ability to respond to and handle severe disasters. We will strengthen disaster prevention and mitigation publicity and education to raise public awareness of disaster prevention and safety.
We will prevent fiscal and financial risks. We will improve the long-term mechanism for monitoring local government debt across the entire scope and preventing and resolving hidden debt risks, strengthen the full-process and full-chain management of debt resolution funds, complete the exit of local government financing platforms, continue to carry out special clean-up actions on overdue payments to enterprises, and resolutely curb the increase of new hidden debt. We will prioritize addressing local fiscal difficulties, adhere to the principle of austerity in Party and government organs, establish and improve mechanisms for increasing revenue and reducing expenditures, and safeguard the basic needs of the people at the grassroots level.
