Recently, housing and urban-rural development bureaus in Guangzhou, Shenzhen, Wuhan, and many other cities in Hubei Province have changed their names to "housing and urban renewal bureaus." This shift from "housing and construction" to "housing and renewal" reflects a systemic transformation in urban development logic, government governance philosophy, and the focus on public services. It signifies that Chinese cities are entering a new stage of high-quality development characterized by meticulous cultivation and internal improvement.

With the continuous progress of the economy and society, my country's urban development is shifting from a stage of large-scale incremental expansion to a new stage focused on improving the quality and efficiency of existing resources. The 15th Five-Year Plan clearly states: "Promote high-quality urban renewal, conduct urban health checks, accelerate the construction of complete communities, and improve the implementation mechanism of urban renewal." A large number of old residential areas, aging pipe networks, and inefficient spaces have become "new challenges" for urban development. The shift from "housing and construction" to "housing and renewal" signifies a shift in urban development logic from "outward expansion" to "internal potential tapping," and from "one-time development" to "sustainable operation," with a greater focus on improving the quality and recreating the value of existing spaces.

In the future, my country's urbanization will enter a new stage of refinement. The core responsibilities of urban functional departments will no longer be simply approving construction, but rather coordinating refined work such as the renovation of old residential areas, the improvement of dilapidated housing, the upgrading of underground pipe networks, the protection of historical districts, and age-friendly renovations. They will act as "responders" to people's needs and "guardians" of their quality of life. Functional departments will not only "manage projects" but also "manage services, people's livelihoods," and even culture, making urban planning more scientific and improving the living conditions of residents.

Building modern people-oriented cities requires precise policies. Going forward, the Housing and Urban-Rural Development Bureau will explore new management models suitable for urban development, using "renewal" as a starting point.
